As I recall the main argument for disabling town scrolls in towers was that people wouldn't use the tower scrolls from the daily quest, and while it might be true that people would only bother with orbis tower scrolls if they're planing on going up and down the tower a lot (third job advance ect.) I do believe eos tower scrolls would continue to be useful for anyone going down eos tower for more than a cursory glance, the main maps I've found useful in eos (the trixter maps in the 70s, the drumming bunnies outdoors, the hidden block golem map on floor 8, the black retz on floor 3) are far enough down the tower to be a pain to run back to without eos scrolls.

Now that I've experienced it by myself, I must agree that climbing the tower all the way up from the outside floors is indeed a great pain in the arm (too much to climb), and that players would still frequently use the Eos tower scrolls even if Return Scrolls worked.
Eos Rock Scrolls would still be useful because no one wants to go to floors 80~20 the hard way, it's much more convenient to teleport to the nearest rock, and even after that we still need to walk a bit. Also, doing those lvl 30ish Ludi quests is almost infuriating due to the fact we have to go down to and come up from many kinda-near floors multiple times, but that are far enough for Return Scrolls to make a BIG positive difference.
Also, I'd like to suggest making repeatable quests possible to be completed multiple times in a row. As it is now, you have to complete another quest to make a repeatable quest doable again, I think that's why so few people would do the scrolls quests back then: The reward is small and you have to take a tour every time you want to take that quest again. In my case, it gets even worse, because I've been doing all quests, so if I want to take those repeatable quests again I have to lvl up enough for new quests to appear, or to complete some of the horrible quests I've left behind, like "kill Evil Eye 999 times" or "Give a whole garnet to Estelle in exchange for sauce".

I will look into this, that shouldn't be the case these repeatable quests should be daily. I can see this becoming a problem if say someone is at lvl 120 where they have exhausted all their quests and the repeatable quest isn't doable. I will confirm this issue and see if it can be resolved.
The reason why the towers have this restriction was to give meaning to the Orbis and Eos tower scrolls and not trivialize climbing the tower. Also in the old days you couldn't use near town scrolls in these towers anyways. That being said, if repeatable quests are hard to complete because of what you mentioned above then hopefully by fixing the issue it can help with this orbis/eos tower issue.

In the case of Orbis Tower, you wouldn't be able to use a town scroll to warp to El Nath until you went all the way down to about floor 8. Same is true going up. You have to get to floor 9 or so to warp to Orbis. Meanwhile, simply using a rock scroll at the top and bottom is much faster. And if you are doing a quest related to Huckle or that statue, well... there's no teleport rocks in the middle of the tower anyway. So using a return town scroll in this case has absolutely nothing to do with undermining the teleport rocks. This is simply a matter of, you climbed to the middle of the tower, now time to climb back up!
In the case of Eos Tower, you could actually use the rock scrolls a couple times and then use a town scroll to get yourself the rest of the way back. So normally, you'd use three scrolls to go all the way up or down. With this thrifty method, you would only have to use two scrolls each way. There's lots of other quests and hunting areas within the tower, and it is much bigger with teleport rocks within, so yes return scrolls will be much more useful and will tend to undermine the teleport rocks here. But maybe that isn't so bad since navigating the tower without either is a real pain.
